ALL STATE TESTS ALL ELL students (active, transition and waiver) are entitled to standard (also known as TCAP) accommodations for ALL state tests. This includes: TCAP, ELSA, and CRA. Standard accommodations also extend to Discovery Ed., Thinklink, and other KCS mandated tests. Per Laurie Driver, ELL accommodations are also included in the test administration manuals.
